About Bolt
Bolt is shaping a future where cities are built for people, not cars. What started as an ambitious project of a 19-year-old in 2013 has grown into a global mobility platform used by more than 200 million customers and 4.5 million driver and courier partners across 50 countries.
From ride-hailing and food delivery to scooters, e-bikes, and car-sharing, Bolt helps people move through cities every day. Small, autonomous teams drive this work, combining the speed and ownership of a startup with the scale of a global technology company backed by more than €1bn in funding.
And we're just getting started.
Why join Bolt?
- Build the future of mobility and help transform how people live and move in cities.
- Tackle challenges at scale that span technology, operations, regulation, and growth.
- Take real ownership early. Small, lean teams mean your decisions matter from day one, and you'll learn fast alongside some of the best people in the industry.
- Join one of Europe's leading technology companies, backed by world-class investors including Sequoia.
About the role
We're looking for a Public Policy Manager to shape and execute Bolt’s public affairs strategy across Estonia, Latvia and Lithuania.
Joining our Public Policy & Regulatory team, you’ll build relationships with policymakers, manage regulatory risks and support our Rides, Deliveries, Drive and Micromobility businesses. You’ll work closely with local business leaders and policy colleagues, with a particular focus on the national transposition and implementation of the EU Platform Work Directive.
Main tasks and responsibilities
- Develop and execute public affairs strategies across the Baltics, setting engagement priorities, timelines, KPIs and budget proposals.
- Build and maintain relationships with ministries, regulators, municipalities and civil society organisations. Map key stakeholders and represent Bolt in meetings and relevant industry associations across the Baltics.
- Prepare position papers, consultation responses and advocacy materials, adapting messages to local policy contexts and audiences.
- Support and execute campaigns relating to the transposition and implementation of the EU Platform Work Directive, building regional expertise and managing other relevant EU policy matters.
- Advise business teams on policy and regulatory developments affecting Rides, Deliveries, Drive and Micromobility, supporting product initiatives, expansion, safety and security.
- Coordinate external public affairs agencies, freelancers and legal counsel, with the opportunity to build team capabilities and potentially recruit and manage interns.
About you
- You have proven experience in public policy, public affairs, government relations or regulatory affairs, translating policy developments into practical business guidance.
- You understand political and regulatory processes in the Baltics and how EU legislation translates into national requirements, including issues affecting platform work.
- You can build productive relationships with public authorities, industry associations and civil society organisations, and represent a business effectively in policy discussions.
- You have strong written and verbal communication skills, with the ability to prepare clear policy submissions, position papers and persuasive advocacy materials.
- You can turn policy priorities into actionable campaigns, define measures of success and manage competing priorities across markets.
- You collaborate effectively with business teams and external advisers, exercising sound judgement when balancing regulatory risks and business objectives.
Experience is great, but what we really look for is drive, intelligence, and integrity. So even if you don't tick every box, please consider applying!
